The NYCRC, through the investment entity NYC Regional Center Brooklyn Navy Yard Development II, LLC (“NYCRC-BNYR”), has partnered with BNYDC to fund a key phase of the Navy Yard’s redevelopment plans. The NYCRC-BNYR will provide a Sixty-Million Dollar ($60,000,000) loan to the BNYDC (“Borrower”) to facilitate the construction of two new industrial buildings and a broad range of related infrastructure improvements. The $60,000,000 will be combined with Fifty-Eight Million Five-Hundred Thousand Dollars ($58,500,000) in City, State, and Federal government funding, bringing the total project budget to over One-Hundred Eighteen Million Dollars ($118,000,000). The project is anticipated to create over 1,300 jobs. This investment project is closely aligned with the economic development goals of both the City and State of New York.

The Brooklyn Navy Yard is located within the geographic scope of the New York City Regional Center (“NYCRC”), a Regional Center approved by the United States Citizenship and Immigration Service under the EB-5 Immigrant Investor Pilot Program (the “EB-5 Program”). The primary objective of the NYCRC is to channel immigrant investor capital to create employment and improve neighborhoods. The Navy Yard is a vital component of New York City’s economy. It plays a critical role in the economic life of Brooklyn and in maintaining the strength of New York City’s industrial job sector. The growth of the Navy Yard is also a key element of the Mayor’s economic development strategy. The Navy Yard has been designated a Targeted Employment Area by the State of New York. As such, the EB-5 Program permits a minimum investment of $500,000 in projects located with the Navy Yard.

In just the last twelve months, more than two-hundred prospective tenants have requested space in the Navy Yard. The site is attractive to industrial businesses for a number of reasons. First, there is the certainty that the Navy Yard will remain zoned for industry, thus providing tenants with the confidence that they can grow and invest in their facilities. Second, because the Navy Yard is owned by the City of New York, there are no real estate or sales taxes. Third, the Navy Yard is designated by the State as an Empire Zone and by the City as an Industrial Business Zone, thereby providing significant tax benefits for creating jobs. And finally, the Navy Yard’s location is appealing because it is both near the Brooklyn-Queens Expressway and two major bridges, and is a short subway ride from Manhattan.
